The Socialists are working, that is to say! Yesterday, the PS has put online the contributions of 13 working groups prepare their convention for "a new model of economic, social and ecological development" to be held on May 29. Michel FIR and Guillaume Bachelay, editors of the Party on economic and industrial policy, advocating a "voluntarism", which sometimes evokes the State intrusiveness of the 1980s. Criticizing the measures taken since 2002 for the lowering of the costs of labour, who "have contributed to confine the French industry sectors little straight and hit hard by competition from low wage countries", against which it is impossible to fight, the Socialists advocate "put the industry at the heart of the concerns of the public power". To do this, the France should have a "public pole of industrial investment" (coordinating all public financial structures), SME - SMIs to the centre of the industrial policy, "redirect private financing and savings towards the long term" (with the creation of a "savings industry booklet" which merged the libretto of sustainable development and the people's savings booklet), and encourage innovation and research (including in refocusing the tax credit research on SMEs).
Very critical on what might be called the absence of corporate citizenship, the Socialists propose to "modulate tax on corporations in terms of the effort in the maintenance of employment". The text also refers to the inflation of the cost of redundancies for the companies that pay dividends or redeem their own actions. Another recommendation: establish an obligation of repayment of public aid for procedure of redundancies. Is also a fairly radical measure: the "possibility of supervision of undertakings by the tribunal de grande instance on referral of the employees in practices contrary to the interests of the business and employment".

Greater transparency
Michel FIR and Guillaume Bachelay suggest to create a European Ministry of industry to promote the emergence of community champions who, alone, will have the critical size. To redirect the banks towards the financing of the economy, they also propose that Europe has adopted rules for greater transparency of financial products, regulation of capital movements and the taxation of international financial transactions (on the model of the Tobin tax). Finally, they wish that the ECB is pursuing a policy of rate of interest more offensive to avoid, for example, that the appreciation of the euro penalises too the Union companies.
The report ends with the suggestion to introduce "locks social and environmental to re-establish the conditions for a fair exchange" between Europe, the only "free" continent and the other blocks, according to them, all protectionist. On this point, the text keeps well decide: indeed, the options are radically different between the various strands of the PS.
